Southern Water Storm Overflow West Sussex

A faulty sensor caused a false sewage alert at Partridge Green, but the underlying pressure on West Sussex drains is very real.

Southern Water spent most of early September clarifying that a 38-hour sewage overflow alert at Partridge Green was not, in fact, a real overflow. A faulty sensor. False readings. The Sussex Express picked it up, Southern Water issued a statement, and that was more or less that.

Except it isn't, really.

Because while the alert was wrong, the explanation Southern Water gave for why their network is vulnerable right now is entirely correct. And if you own a house, a rental property, or a business anywhere in the RH16 or RH17 postcode belt, that explanation should make you uncomfortable in a very specific, practical way.

What Southern Water Actually Said

When they clarified the Partridge Green incident, Southern Water pointed to the same factor they've been citing all summer: the ground is baked. A hot, dry 2026 summer has left the soil across much of West Sussex, including the clay-heavy stretches around Haywards Heath, Lindfield, and Cuckfield, as hard as fired brick. When heavy rain arrives, that ground can't absorb it fast enough. Water that would normally percolate down slowly instead runs straight off the surface.

In areas served by combined sewers, that surface water has nowhere to go but the same pipe that carries foul sewage from your toilet. The sewer fills up fast. When it reaches capacity, the only relief valve the system has is a combined sewer overflow (CSO), which discharges diluted sewage to a watercourse rather than letting it back up into people's homes.

That's the theory. In practice, the relief valve doesn't always activate quickly enough. Which is where your drains come in.

The Dry-Ground Problem, Explained Without the Euphemisms

Here's the mechanism, plainly.

Dry, compacted soil has almost no infiltration capacity. Think about watering a pot plant that's been left to dry out completely: the water sits on the surface, runs around the edge, and very little goes in. The same happens at scale across a catchment area after a drought summer.

When the first big autumn storm arrives, runoff volumes are extraordinary. Studies of catchments in southern England after prolonged dry spells have recorded surface runoff rates three to four times higher than you'd see after a typical wet summer, because the ground has had no time to re-wet gradually. That water has to go somewhere, and in older urban areas, it tends to find its way into the combined sewer network whether or not that's where it's supposed to go.

The Haywards Heath area sits on a mixture of Wealden clay and Tunbridge Wells Sand. Clay in particular is notorious for this. When it dries and cracks, it actually allows water to bypass the slow infiltration process entirely, channelling surface water directly down through shrinkage cracks into drainage infrastructure. Then, as the clay re-saturates and swells, it can physically move pipes, crack joints, and compress drainage runs. A dry summer followed by a wet autumn is about the harshest possible cycle you can run a buried clay drainage system through.

Bolnore Village, parts of Franklands Village, and the older residential roads around Muster Green all sit on ground that behaves this way. The newer estates on Walstead and around Ardingly Road have more modern drainage, but they still connect to the same pressurised public sewer main when it rains hard enough.

When the Sewer Network Is Under Pressure, Private Drains Pay the Price

This is the bit that most commentary on storm overflows misses entirely, because most commentary is focused on environmental impact: sewage in rivers, monitors on bathing water, that sort of thing. Fair enough. But there's a more immediate problem for homeowners.

When a combined sewer fills to capacity, pressure builds in every lateral drain that feeds into it. Your lateral drain is the private pipe that runs from your property to the public sewer. It's your responsibility to maintain, not Southern Water's.

If that lateral drain has any weakness, the pressurised sewer becomes a problem you experience inside your property.

Weaknesses are more common than people think:

  • Root ingress. The dry summer causes tree roots to go searching aggressively for water. They find it in drain joints. A drain survey on Ashenground or along the older roads in Lindfield village after a summer like this often shows root intrusion that wasn't there eighteen months ago.
  • Partial blockages. Fat, grease, and wet wipe accumulations that haven't caused a problem in normal conditions can become a full blockage the moment backpressure from a stressed sewer pushes against them from the outside.
  • Cracked or displaced pipe joints. Clay shrinkage moves things. A joint that was seated correctly in spring might have shifted by a centimetre over summer. That's enough to create a partial collapse or a significant inflow point.
  • Inspection chamber seal failure. Chambers around Bentswood and Gander Hill estates are often cast iron or old brick construction. Mortar deteriorates. When the chamber sits in ground that has expanded and contracted repeatedly, the seals between the chamber base and the incoming pipes fail.

Any one of these, in normal conditions, might cause a slow drain or an occasional smell. In a storm event, when the public sewer is running at or above capacity, any one of them can turn into raw sewage coming up through your ground-floor toilet, your kitchen drain, or your inspection chamber lid.

Why Autumn Is the Highest-Risk Window

Summer droughts don't usually cause the sewage-in-home problem directly. The sewer is typically fine in dry weather because there's no storm runoff to overwhelm it. The risk comes when the weather breaks.

Autumn 2026 is the perfect storm (and I use that phrase deliberately). You've got:

  1. Ground that is as compacted and impermeable as it gets.
  2. A sewer network that's been quietly accumulating root intrusion, grease build-up, and joint movement all summer.
  3. The first heavy rain of the season arriving on baked ground and causing rapid, massive runoff.
  4. Storm events that are now, routinely, more intense than they were twenty years ago.

The window between now and December is when we see more reactive emergency callouts than at any other time of year. Not because the weather is worst in October, but because October combines the worst ground conditions with the first serious rain. By November, the ground has re-wet enough to absorb some of the shock. By December, conditions have stabilised into a wet equilibrium. October is the transition point, and it's brutal on drainage systems.

If you're going to have a sewage backup, statistically, you're going to have it in the next eight weeks.

The Partridge Green Sensor Story Is Actually a Useful Reminder

Here's my contrarian take on the sensor blunder: Southern Water getting it wrong is almost beside the point.

What matters is that the Partridge Green incident prompted Southern Water to explain, publicly, the conditions that make their network vulnerable. They didn't have to do that. They could have said "faulty sensor, nothing to see here". Instead they explained the dry-ground runoff mechanism, the combined sewer pressure problem, and the conditions under which overflows actually become likely.

That explanation applies to every combined sewer connection in West Sussex right now. Including the one your drain connects to at the end of your garden.

The sensor was wrong. The underlying risk is not.

What a CCTV Survey Actually Shows You

I'd be making this up if I told you that a CCTV drain survey can prevent a storm from happening. It can't. What it does is tell you whether your lateral drain can withstand the pressure a storm puts on it.

A survey puts a camera on a crawler into your drain from an access point, typically an inspection chamber, and runs it to the point where your private drain meets the public sewer. It takes maybe an hour for a standard residential property. What it shows:

  • Root intrusion, graded by severity. Fine root tendrils are a watch-and-wait situation. Root masses that have started to break pipe walls are not.
  • Pipe condition. Cracks, fractures, displaced joints, collapsed sections. These are reported against a CCTV condition grading scale so you know what's a monitoring issue and what's an intervention issue.
  • Blockage accumulation. Grease, scale, and partial obstructions that you'd never know about from above ground.
  • Flow direction confirmation. Occasionally surveys find drain runs that have been installed at the wrong gradient, typically after a house extension where someone ran a new drain without checking the fall properly.
  • Infiltration points. Places where groundwater or surface water is entering the private drain. These are relevant to both flooding risk and to the overall load on the sewer network.

If the survey finds something that needs fixing, the options are usually root cutting and high-pressure water jetting for biological and debris blockages, patch lining or full pipe relining for structural failures, or in genuinely bad cases, a targeted excavation and pipe replacement. Don't wait for the smell.

By the time you can smell sewage, or worse, see it, the situation has already moved from preventable to reactive. Southern Water's sensor error was embarrassing for them and probably quite alarming for residents near Partridge Green who spent 38 hours thinking there was a live sewage discharge nearby. But the company's own explanation of why their network is under pressure this autumn is, ironically, the most useful thing to come out of the whole incident. The ground is baked. The storm water has nowhere to go. The sewer is going to be under pressure.
